PROPOSAL FOR ACTION BY THE COUNCIL

Proposal: Continue as a member organization of Catholic Church Reform and sign on to the third letter to Pope Francis

Summary of the proposal elements:

Catholic Church Reform, www.catholicchurchreform.com, has posted a third letter to Pope Francis. This letter addresses the upcoming extraordinary Synod on the family which takes place in October 2014. The proponent proposes that the Council of the Baptized continue its membership as a reform organization of Catholic Church Reform and sign on to this third letter. Individual Council members are also invited to sign this letter.

Action to be taken by the Council:

1) Does this proposal fit the purpose of the Council of the Baptized such that the Council will proceed with this action?

Purpose of the Council of the Baptized from the Charter:

I. Purpose

The Council of the Baptized (Council) shall receive concerns of conscience about Church policies and practices (Topics) from the people of the Archdiocese of St. Paul and Minneapolis, prayerfully reflect on them, and issue consensus statements (Consensus Statements) to facilitate communication among the people and between the people and Archdiocesan leadership and to implement action to address our concerns.

If the answer to question 1 is in the affirmative:

2) Does this proposal require a position statement or position paper to give a rationale for the Council’s action?

If the answer to question 2 is in the negative:

3) Does the Council authorize the Executive Committee to sign the Council of the Baptized onto the Catholic Church Reform website as a signor of the letter?

If the answer to question 2 is in the affirmative, a research/drafting committee of one or more persons will be called for.

PROPOSAL TO ENDORSE CATHOLIC CHURCH REFORM

THIRD LETTER TO POPE FRANCIS—August 13, 2013

I propose that the Council of the Baptized continue its status as a member organization of Catholic Church Reform and sign on to this 3rdletter to Pope Francis.

a) Although this movement is international, the changes requested would profoundly affect our local Church.

b) By participating as a reform group, we support and encourage reform efforts elsewhere while also increasing our own visibility.

Action needed:

Upon approval by the Council of the Baptized, Mary Beth Stein will contact Catholic Church Reform and specify that we continue our participation with CCR as a reform organization, and we support this third letter.

If at any time Catholic Church Reform takes an action that is not consistent with the Spirit of Vatican II, we will withdraw our name from participation.
