The Second Vatican Council in its decree on the pastoral office of bishops (Christus Dominus1965) encouraged bishops to establish consultative bodies of lay people and clergy to assist them in planning for the needs of the people, specifically in Diocesan Pastoral Councils. In 1972 the Sacred Congregation for Clergy publishedOmnes Christifideles, a letter entirely devoted to pastoral councils. Jesus’s leadership style and best management practices call for participation by all the faithful in the vision and mission of the Church. The Archdiocese of St. Paul and Minneapolis had an Archdiocesan Pastoral Council from 1972 to around 2005, when the Archdiocese stopped convening it. Planning is now done by the Archbishop and his staff with ad hoc task forces. The proponents ask the Council of the Baptized to recommend the re-establishment of the APC with some structural guarantees of sustainability and vitality such as elected membership, open agendas, and open meetings.
